1. ما هو الطلب على الأصول؟
الطلب على الأصول هو مجموعة الاحتياجات التي يجب أن تلبيها الأصول لتحقيق أهداف المنظمة. ينقسم إلى نوعين:
1.1 الطلب التشغيلي (Operational Demand)
الطلب اليومي الذي تواجهه الأصول أثناء التشغيل الطبيعي:
- حجم الإنتاج المطلوب: كم وحدة يجب أن تنتج المعدات يومياً أو شهرياً؟
- جودة المنتج: ما هي المواصفات المطلوبة؟ هل تتطلب ظروف تشغيل محددة؟
- التوافر المطلوب (Availability): كم ساعة في اليوم يجب أن تكون الأصول جاهزة؟ هل تتطلب عملية مستمرة 24/7 أم نوبة واحدة؟
- البيئة التشغيلية: درجة الحرارة والرطوبة والأتربة — كلها تؤثر على أداء الأصول.
1.2 الطلب الاستثماري (Capital Demand)
الاحتياجات طويلة المدى التي تتجاوز التشغيل اليومي:
- استبدال الأصول المتقادمة: متى يجب استبدال الأصول بدلاً من إصلاحها؟
- التوسع المستقبلي: هل يتوقع زيادة في الإنتاج؟ هل تحتاج أصولاً جديدة؟
- الامتثال للمعايير الجديدة: هل هناك تشريعات قادمة تفرض تحسينات؟
- التحسين المستمر: كيف ترفع كفاءة الأصول مع مرور الوقت؟
القاعدة: الطلب ليس رقماً واحداً بل سيناريوهات: سيناريو محافظ (الحد الأدنى)، سيناريو متوسط (الأرجح)، وسيناريو طموح (النمو المتوقع). التخطيط الذكي يراعي السيناريوهات الثلاثة.
2. منهجية تحليل الطلب
تحليل الطلب عملية من خمس خطوات:
الخطوة 1: جمع البيانات التاريخية
- سجلات الإنتاج السابقة (آخر 3 إلى 5 سنوات).
- سجلات التوقفات والأعطال والصيانة.
- بيانات تكلفة الصيانة والاستبدال.
- بيانات التوسع أو التقليص في الإنتاج.
الخطوة 2: تحديد م drivers الطلب
ما الذي يحرك الطلب على أصولك؟
- المبيعات والطلب على المنتج: زيادة المبيعات = زيادة الضغط على المعدات.
- النمو السكاني أو الحضري: في قطاع المنشآت، زيادة السكان = زيادة الطلب على الخدمات.
- التغيرات التنظيمية: اندماج أو استحواذ أو دخول سوق جديد.
- التغيرات التكنولوجية: تطور التكنولوجيا قد يجعل أصولك قديمة أو يفتح فرصاً جديدة.
الخطوة 3: بناء سيناريوهات الطلب
لكل سيناريوحدد:
- السيناريو المحافظ (Low): لا تغييرات كبيرة، الطلب يبقى عند المستوى الحالي أو ينخفض قليلاً.
- السيناريو الأساسي (Base): الطلب ينمو بمعدل متوسط معتدل (مثلاً 2% سنوياً).

الخطوة 4: تحليل الفجوة (Gap Analysis)

- تحديد الرؤية والأهداف العامة: أين تريد أن تكون المنظمة خلال 5 إلى 10 سنوات؟
- تحليل السياق: ما الذي تملكه وما الذي يواجهه؟ (الدرس السابق 2.1)
- تحليل الطلب: كم تحتاج من أصول وبأي جودة؟ (هذا الدرس)
- صياغة الاستراتيجية: كيف ستوصل الفجوة بين الطلب والقدرة الحالية؟
- وضع الخطط التشغيلية: تحويل الاستراتيجية إلى مشاريع وأفعال قابلة للقياس.
- التنفيذ والمتابعة: تنفيذ الخطط ومتابعة التقدم.
- المراجعة والتحسين: مراجعة دورية وتعديل الخطط حسب الواقع.
4. ربط استراتيجية إدارة الأصول بالاستراتيجية العامة للمنظمة
هذا هو جوهر CAMA: إدارة الأصول ليست جزءاً منعزلة بل هي خادمة للأهداف العامة للمنظمة. ربط الاستراتيجية يعني:
- ربط بالأهداف المالية: كيف تساهم إدارة الأصول في خفض التكاليف أو زيادة الإيرادات؟
- ربط بأهداف السلامة: كيف تمنع إدارة الأصول الحوادث والإصابات؟
- ربط بأهداف البيئة: كيف تساهم في خفض البصمة الكربونية أو تحسين كفاءة الطاقة؟
- ربط بأهداف الجودة: كيف تضمن إدارة الأصول جودة المنتج النهائي؟
سيناريو عملي: منظمة تضع هدفاً عاماً “خفض تكاليف التشغيل بنسبة 15% خلال 3 سنوات”. ربط هذا الهدف بأدارة الأصول يعني: تحليل الأصول ذات التكلفة العالية، تحديد فرص تحسين الكفاءة، ووضع خطة استبدال أو تحسين للأصول الأكثر استهلاكاً للطاقة. بدون هذا الربط، يصبح خفض التكاليف مجرد شعار بلا خطة تنفيذية.
5. التخطيط المبني على المخاطر (Risk-Based Planning)
معيار ISO 55001 يؤكد أن التخطيط الاستراتيجي يجب أن يكون مبنياً على المخاطر. هذا يعني:
- تحديد المخاطر الكبرى: ما التي تهدد تحقيق أهداف إدارة الأصول؟
- تقييم المخاطر: احتمالية وقوعها × حجم الأثر.
- تحديد الاستجابة: تجنب أو خفف أو تحويل أو قبول.

A strategic plan without a realistic understanding of the demand placed on it is a wish, not a plan. This lesson teaches you how to analyze the demand on your assets — how much do you need? When do you need it? And at what quality? — and then how to link this analysis to the strategic plan of your asset management organization.
1. What is asset demand?
Asset demand is the set of needs that assets must satisfy to achieve the organization’s objectives. It divides into two types:
1.1 Operational demand
The daily demand that assets face during normal operation:
- Required production volume: how many units must the equipment produce daily or monthly?
- Product quality: what specifications are required? Do they demand specific operating conditions?
- Required availability: how many hours per day must the assets be ready? Does the process run continuously 24/7, or in a single shift?
- The operating environment: temperature, humidity, and dust — all affect asset performance.
1.2 Capital demand
The long-term needs that go beyond day-to-day operations:
- Replacing obsolete assets: when must assets be replaced rather than repaired?
- Future expansion: is an increase in production expected? Do you need new assets?
- Complying with new standards: are there upcoming regulations imposing improvements?
- Continual improvement: how do you raise asset efficiency over time?
Rule: demand is not a single number but scenarios: a conservative scenario (the minimum), a baseline scenario (the most likely), and an ambitious scenario (the expected growth). Smart planning accounts for all three scenarios.
2. Demand analysis methodology
Demand analysis is a five-step process:
Step 1: Collect historical data
- Previous production records (over the last 3 to 5 years).
- Records of stoppages, failures, and maintenance.
- Maintenance and replacement cost data.
- Data on expansion or reduction in production.
Step 2: Identify the demand drivers
What drives the demand on your assets?
- Sales and product demand: higher sales mean more pressure on the equipment.
- Population or urban growth: in the facilities sector, a growing population means greater demand for services.
- Organizational changes: a merger, an acquisition, or entering a new market.
- Technological changes: the evolution of technology may make your assets obsolete or open up new opportunities.
Step 3: Build demand scenarios
For each scenario, define:
- The conservative scenario (Low): no major changes; demand remains at the current level or declines slightly.
- The baseline scenario (Base): demand grows at a moderate average rate (for example, 2% annually).
- The ambitious scenario (High): major expansion or a market shift that raises demand notably.
Step 4: Gap analysis
Comparing expected demand with current capacity:
- The operational gap: is the current equipment sufficient to meet the expected demand?
- The financial gap: is the available budget enough to close the operational gap?
- The skills gap: are the current teams qualified to handle new or advanced assets?
Step 5: Assess the risks associated with each scenario
Each scenario carries different risks:
- Rapid growth scenario: the risk of asset shortage and high accelerated purchasing costs.
- Recession scenario: the risk of asset obsolescence and rising maintenance costs on aging assets.
- Technological shift scenario: the risk of new assets becoming useless.

Strategic asset management planning is not a one-time event but a continuous cycle:
- Define the vision and overall objectives: where does the organization want to be in 5 to 10 years?
- Context analysis: what do you have, and what faces you? (previous lesson 2.1)
- Demand analysis: how many assets do you need, and at what quality? (this lesson)
- Strategy formulation: how will you close the gap between demand and current capacity?
- Developing operational plans: turning the strategy into measurable projects and actions.
- Execution and monitoring: implementing the plans and monitoring progress.
- Review and improvement: periodic review and adjusting plans according to reality.
4. Linking the asset management strategy to the organization’s overall strategy
This is the essence of CAMA: asset management is not an isolated unit but a servant of the organization’s overall objectives. Linking the strategy means:
- Linking to financial objectives: how does asset management contribute to reducing costs or increasing revenue?
- Linking to safety objectives: how does asset management prevent accidents and injuries?
- Linking to environmental objectives: how does it contribute to reducing the carbon footprint or improving energy efficiency?
- Linking to quality objectives: how does asset management ensure the quality of the final product?
Practical scenario: an organization sets an overall objective of “reducing operating costs by 15% within 3 years”. Linking this objective to asset management means: analyzing the high-cost assets, identifying efficiency-improvement opportunities, and developing a replacement or improvement plan for the most energy-intensive assets. Without this link, cost reduction becomes merely a slogan with no executive plan.
5. Risk-based planning
ISO 55001 confirms that strategic planning must be risk-based. This means:
- Identifying major risks: what threatens the achievement of the asset management objectives?
- Risk assessment: their probability of occurrence × the magnitude of impact.
- Defining the response: avoid, mitigate, transfer, or accept.
- Linking risks to resources: allocating resources to the most critical assets and risks.
A strategic plan that does not account for risks is a plan built on assumptions, not on reality.
Myth: “Strategic planning is purely financial work that concerns senior management only.” Fact: strategic planning affects every level: the technician sees the maintenance schedule, the manager sees the budget, and senior management sees risks and performance. Every role is related to strategic planning.
