2. مفهوم القيمة في إدارة الأصول
ISO 55000 يعرّف إدارة الأصول بأنها “النشاط المتوازن لتحقيق القيمة من الأصول”. والقيمة هنا ليست مفهوماً مالياً بحتاً بل لها ثلاثة أبعاد:

فهم إدارة الأصول يتطلب توسيع نظرتنا فضلاً عن الأصول المادية الملموسة إلى ستة أنواع من رؤوس الأصول التي تديرها المؤسسة:
- رأس المال المادي (Physical): المباني، المعدات، البنية التحتية — وهو محور عملنا الأساسي.
- رأس المال المالي (Financial): الاستثمارات، السيولة، الأصول المالية.
- رأس المال الفكري (Intellectual): براءات الاختراع، حقوق الملكية، البراءات، المعرفة التقنية.
- رأس المال البشري (Human): الكوادر البشرية، خبراتهم، شهاداتهم، بحثهم.
- رأس المال الاجتماعي (Social and Relationship): السمعة، علاقات العملاء، الشراكات.
- رأس المال الطبيعي (Natural): الموارد الطبيعية، الترخيصات البيئية، الإذن بالتشغيل.

دورة حياة الأصل هي المحور الذي تدور حوله كل قرارات إدارة الأصول. تتكون من مراحل متعاقبة:
- التحديد والتخطيط (Identify & Plan): تحديد الحاجة للأصل ومتطلباته وجدوى اقتصاديه.
- الاقتناء والتصميم (Acquire & Design): التصميم، الشراء، التصنيع، التركيب.
- التشغيل والصيانة (Operate & Maintain): التشغيل الفعلي والصيانة الوقائية والتصحيحية.
- التغيير والتحسين (Improve): التحديثات، التعديلات، تحسين الأداء.
- النهاية وإعادة التدوير (End of Life): التخلي، البيع، الإعدام، إعادة التدوير.

1. Asset Management vs. Managing Assets: a fundamental difference
Many engineers confuse two entirely different terms:
- Managing Assets: the day-to-day handling of an asset — maintaining it, operating it, and repairing it when it breaks down. This is important and necessary but purely operational, focusing on the individual asset.
- Asset Management: the strategic system that determines how the asset portfolio as a whole is managed to achieve the organization’s objectives. It includes strategic planning, resource allocation, risk assessment, and value measurement at the level of the entire system.
The difference is like driving a single car versus managing a transport fleet: the first focuses on the current task, while the second plans for years and balances resources, risks, and objectives.
2. The concept of value in asset management
ISO 55000 defines asset management as “the coordinated activity to realize value from assets”. Value here is not a purely financial concept; it has three dimensions:
- Financial value: the direct economic return — profitability, cost reduction, return on investment (ROI).
- Performance value: the level of operational performance — availability, quality, speed, and efficiency.
- Risk value: the balance between returns and risks — reducing the likelihood of failures, regulatory compliance, and protecting the environment and safety.
A successful manager balances these three dimensions and does not cling to one at the expense of the rest. Excessive focus on cost may yield lower maintenance spending but raises risk to unacceptable levels.
3. The fundamental principles of asset management
ISO 55000 defines fundamental principles that any effective asset management system must rest on, the most prominent of which are:
- Value: every decision must be measured by its impact on the organization’s total value.
- Vision and strategic objectives: asset management must be directly linked to the top-level strategic vision.
- Leadership: there must be a designated leader accountable for asset management at an executive level.
- Integrated system: asset management is not an isolated activity but a system that links all parts of the organization.
- Scientific approach: relying on reliable, well-established methods rather than arbitrary decisions.
- Organizational context: understanding the internal and external environment in which the organization operates.
- Participation: involving all interested parties in decision-making processes.
- Data and information: making decisions based on real data rather than guesswork.
- Continual improvement: constantly reviewing and developing the system’s performance.
- Coordinative integration: aligning planning, execution, evaluation, and review.
4. The six capitals
Understanding asset management requires widening our view beyond tangible physical assets to the six types of capital managed by the organization:
- Physical capital: buildings, equipment, and infrastructure — the core focus of our work.
- Financial capital: investments, liquidity, and financial assets.
- Intellectual capital: patents, intellectual property rights, and technical knowledge.
- Human capital: people, their expertise, qualifications, and research.
- Social and relationship capital: reputation, customer relationships, and partnerships.
- Natural capital: natural resources, environmental permits, and the license to operate.
Real asset management balances these six types of capital and does not settle for the physical at the expense of the rest.
5. The asset lifecycle
The asset lifecycle is the axis around which all asset management decisions revolve. It consists of successive stages:
- Identify & Plan: defining the need for the asset, its requirements, and its economic feasibility.
- Acquire & Design: design, purchase, manufacture, and installation.
- Operate & Maintain: actual operation and preventive and corrective maintenance.
- Improve: upgrades, modifications, and performance improvement.
- End of Life: disposal, sale, decommissioning, and recycling.
Every decision at any stage must be viewed from the perspective of the complete lifecycle. The cheapest purchase may be the most costly in the long run if maintenance and operating costs are very high.
