- المساءلة: من يتحمل المسؤولية عن نتائج القرارات؟ ما عقوبات الفشل؟
- النزاهة: ضمان خلو القرارات من المصالح الشخصية أو التحيز.
- المعرفة: هل يملك صانع القرار المعرفة الكافية لاتخاذ قرار صحيح؟
مفهوم خاطئ: “الحوكمة تعني البيروقراطية والتعقيد الإداري.” الحقيقة: الحوكمة الفعالة تبسط القرارات لا تعقدها. هي تُحدد بوضوح من يقرر وماذا يقرر، فتقلل التضارب والتردّد وتسرّع أخذ القرارات الصحيحة.
2. تحديد أصحاب المصلحة (Stakeholder Identification)
أصحاب المصلحة هم جميع الأفراد أو المجموعات الذين يتأثرون بقرارات إدارة الأصول أو يؤثرون فيها. منهجية التحديد تتطلب:
- البحث الشامل: لا تقتصر على الإدارة العليا فقط — اشمل الفنيين، المشغّلين، المشترين، الزبائن، الجهات الرقابية، المجتمع المحلي، الموردين.
- التصنيف الداخلي والخارجي: أصحاب المصلحة الداخليون (الموظفون، الإدارات) والخارجيون (الموردين، الزبائن، الجهات الحكومية).
- التصنيف الموجب والسالب: من يدعم جهود إدارة الأصول ومن يقاومها أو يتأثر سلبياً.
3. تحليل القوة والمصلحة (Power-Interest Analysis)
لا يمكن التعامل مع جميع أصحاب المصلحة بنفس الطريقة. أداة مصفوفة القوة والمصلحة تُصنفهم إلى أربع فئات:
- قوة عالية ومصلحة عالية — أدرهم بإشراف كثيف: المدير التنفيذي، مدير الصيانة. هؤلاء يحتاجون تقارير منتظمة ومشاركة مباشرة في القرارات.
- قوة عالية ومصلحة منخفضة — أرضهم بإرضاء: مجلس الإدارة، مدير المالية. يكفي إطلاعهم على النتائج والمستجدات الرئيسية دون إ Loading في التفاصيل.
- قوة منخفضة ومصلحة عالية — أبلغهم بالمستجدات: الفنيون، المشغّلون، مشرفو الخطوط. يحتاجون معلومات واضحة ومحددة تؤثر على عملهم.
- قوة منخفضة ومصلحة منخفضة — راقبهم فقط: الجهات الرقابية البعيدة، المجتمع المحلي في بعض الأحيان. يكفي مراقبة أي تغيير في وضعهم.

قوة عالية / مصلحة عالية
أدرهم بإشراف كثيف: تقارير منتظمة ومشاركة مباشرة في القرارات (المدير التنفيذي، مدير الصيانة).
قوة عالية / مصلحة منخفضة
أرضهم بإرضاء: إطلاع على النتائج الرئيسية دون إغراق بالتفاصيل (مجلس الإدارة، مدير المالية).

The core idea of this lesson is that asset management does not succeed in isolation from people. Effective governance ensures that decisions are built on sound foundations, and stakeholder management ensures that everyone affected by a decision or able to influence it is engaged at the right place and at the right time.
1. Governance in asset management: definition and importance
Governance is the system that defines how decisions are made, who makes them, and how people are held accountable for their outcomes. In the context of asset management, governance covers:
- Decision structure: who has the authority to make decisions about assets? The department manager? The executive director? The board of directors?
- Transparency: how are decisions recorded and communicated to stakeholders?
- Accountability: who bears responsibility for the outcomes of decisions? What are the consequences of failure?
- Integrity: ensuring decisions are free from personal interests or bias.
- Knowledge: does the decision-maker possess sufficient knowledge to make a sound decision?
Myth: “Governance means bureaucracy and administrative complexity.” Fact: effective governance simplifies decisions rather than complicating them. It clearly defines who decides and what they decide, reducing conflict and hesitation and speeding up sound decision-making.
2. Stakeholder identification
Stakeholders are all individuals or groups who are affected by asset management decisions or who influence them. A sound identification methodology requires:
- A comprehensive search: do not limit yourself to senior management only — include technicians, operators, buyers, customers, regulators, the local community, and suppliers.
- Internal and external classification: internal stakeholders (employees, departments) and external ones (suppliers, customers, government bodies).
- Positive and negative classification: who supports asset management efforts, and who resists them or is negatively affected.
3. Power-interest analysis
Not all stakeholders can be dealt with in the same way. The power-interest matrix classifies them into four categories:
- High power, high interest — manage closely: the executive director, the maintenance manager. These need regular reports and direct involvement in decisions.
- High power, low interest — keep satisfied: the board of directors, the finance manager. Informing them of the results and the key developments is enough, without overburdening them with details.
- Low power, high interest — keep informed: technicians, operators, line supervisors. They need clear, specific information that affects their work.
- Low power, low interest — monitor only: distant regulators, and sometimes the local community. Just monitoring any change in their status is enough.

Manage closely: regular reports and direct involvement in decisions (the executive director, the maintenance manager).
High power / Low interest
Keep satisfied: informed of the key results without being burdened with details (the board, the finance manager).
Low power / High interest
Keep informed: clear, specific information that affects their work (technicians, operators, line supervisors).

Monitor only: watch any change in their status (distant regulators, sometimes the local community).
Interest and power change over time: each category is reached with a distinct communication style and follow-up rhythm.
4. The RACI matrix: allocating roles and responsibilities
RACI is an effective tool for defining roles in asset management processes:
- R (Responsible) — the doer: the person who actually performs the task. There may be more than one.
- A (Accountable) — ultimate responsibility and decision: the single person who holds final accountability for the correctness of execution and owns the decision authority. Only one per task.
- C (Consulted) — the consultant: the person consulted before execution who gives their input. Two-way communication.
- I (Informed) — the informee: the person informed of the outcome after execution. One-way communication.
Applied example of a RACI matrix: the task “approving the weekly maintenance schedule”:
- Maintenance supervisor: R (prepares the schedule)
- Plant manager: A (approves the schedule and holds final accountability)
- Operations supervisor: C (consulted on production needs)
- Maintenance planner: I (informed of the approved schedule)
- Technicians: I (informed of the tasks assigned to them)
5. Organizational structure and asset management
The organizational structure directly affects the effectiveness of asset management:
- Hierarchical structure: clear responsibilities but slow in decision-making, and it may isolate asset management from top leadership.
- Matrix structure: integrates asset management across the different departments, but it may cause conflicting loyalties.
- Flat structure: speeds up decisions but may lack coordination between departments.
- Cross-functional asset management team: the best approach — a team with representatives from operations, maintenance, planning, and finance, led by a dedicated executive manager.
A successful structure places asset management at a high executive level and does not confine it to the technical maintenance department only.
6. Engaging stakeholders
After identifying stakeholders and analyzing their power and interest, an effective communication plan must be built:
- Continuous follow-up: do not settle for a one-time identification — interest and power change over time.
- Clear communication: explain to stakeholders how the decisions affect their interests.
- Involving them in decisions: the more stakeholders participate, the higher their commitment to implementation.
- Managing resistance: understand the reasons for resistance and address them with argument rather than orders.
