الطوارئ لا تُعلن نفسها في ساعات العمل، بل تأتي في أشد الأوقات انشغالاً: إنذار حريق في الصباح، عاصفة تقطع الكهرباء مساءً، أو تهديد أمني يغلق الأبواب. الجاهزية ليست وثيقة معلقة، بل نظام متكامل يعرفه الجميع ويُمارس في التمرين حتى يصبح سلوكاً.

1. الاستعداد للطوارئ (Emergency Preparedness) وخريطة المخاطر

الاستعداد للطوارئ هو تنظيم الاستجابة للأزمات قبل وقوعها، ويبدأ بمعرفة ما الذي قد يحدث في منشأتك بالضبط:

• مخاطر طبيعية: زلزال، عاصفة، فيضان، أو انقطاع كهرباء طويل.
• مخاطر بشرية: حريق نتيجة خطأ أو إهمال، تسرب مواد، تهديد أمني.
• مخاطر تشغيلية: انهيار شبكة مياه، انقطاع اتصالات، عطل نظم حرجة.

مثال: مبنى ساحلي معرض للفيضانات يحتاج خطة احتماء ورفع معدات الطوابق السفلية، بينما مصنع يخزن المواد القابلة للاحتراق يحتاج نظام إخلاء سريعاً. الخطة تُبنى حسب خريطة النطاق: كل خطر له استجابته الخاصة (إخلاء، احتماء، إغلاق).

2. عناصر خطة الطوارئ التشغيلية (Emergency Action Plan, EAP)

خطة الطوارئ التشغيلية هي الوثيقة التي تجيب بوضوح عن: من يفعل ماذا ومتى وأين؟ وعناصرها الدنيا:

1. الاكتشاف والإنذار: أجهزة كشف (دخان، حرارة) وإنذار مسموع يتلقاه الجميع ويُختبر دورياً.
2. القيادة والأدوار: قائد حادثة موحد، ومنسق طوارئ (Warden) لكل طابق أو منطقة، مع بديل موثق لكل دور.
3. مسارات الإخلاء ونقاط التجمع (Assembly Points): مخارج مفتوحة مضاءة معلَّمة، ونقطة تجمع ظاهرة آمنة يُحاصر فيها الجميع للتحقق من اكتمال العدد.
4. إجراءات متعددة حسب الموقف: إخلاء كامل للمبنى، أو احتماء في المكان (Shelter-in-Place) عند عاصفة أو تسرب، أو إغلاق (Lockdown) عند تهديد خارجي.
5. قوائم اتصال محدثة: أرقام الموظفين وطوارئ وقنوات الإعلان، تُراجع دورياً.
6. ذوو الاحتياجات الخاصة: قائمة بمن يحتاج مساعدة في الإخلاء ومُعينون لهم عن معرفة مسبقة.
7. التنسيق الخارجي: أرقام الدفاع المدني والإسعاف ومزودي الكهرباء والاتصالات للاستجابة المنسقة.

3. من الورق إلى السلوك: التدريب والتمارين

الخطة المجردة عن الإنسان بلا قيمة؛ الجاهزية تُبنى بالتكرار:

• تدريب عند التعيين يشرح أدوار الخطة لكل موظف جديد وموقعه في نقاط التجمع.
• تمارين دورية (إخلاء، احتماء) تُنفذ فعلياً لا على الورق، ويُقيَّم زمنها وأداؤها.
• دروس مستفادة: كل تمرين أو حادث فعلي يقرأ نتائجه ويعدّل الخطة؛ فالخطة وثيقة حية تُحدَّث باستمرار، لا تُحفظ في الرف.

4. التواصل أثناء الأزمات (Crisis Communication)

عند الأزمة يتحول الاهتمام إلى المعلومة: قناة موحدة واحدة (لوحة إعلان رقمية أو رسائل جماعية رسمية) ومتحدث واحد مخوّل، ورسائل دقيقة ومحدّثة فور كل تطور — فالشائعة تموت بالمعلومة الصادقة السريعة، ولا تُبنى الأسئلة المعلقة أبداً حتى بعد انتهاء الأزمة.

Emergencies do not announce themselves during working hours; they arrive at the busiest times: a fire alarm in the morning, a storm cutting the electricity in the evening, or a security threat that locks the doors. Preparedness is not a document hanging on a wall; it is an integrated system that everyone knows and practices in drills until it becomes behavior.

1. Emergency preparedness and the hazard map

Emergency preparedness is organizing the response to crises before they occur, and it begins with knowing exactly what could happen in your facility:

• Natural hazards: an earthquake, storm, flood, or a prolonged power outage.
• Human hazards: fire from a mistake or negligence, a material spill, or a security threat.
• Operational hazards: collapse of the water network, communication outage, or failure of critical systems.

Example: a coastal building exposed to floods needs a shelter plan and raising of basement equipment, while a factory storing combustible materials needs a fast evacuation system. The plan is built on the scope map: every hazard has its own response (evacuation, sheltering, lockdown).

2. Elements of the emergency action plan (EAP)

The emergency action plan is the document that clearly answers: who does what, when, and where? Its minimum elements:

1. Detection and alarm: detection devices (smoke, heat) and an audible alarm that everyone receives and that is tested periodically.
2. Leadership and roles: a single incident commander and an emergency warden for each floor or area, with a documented alternate for every role.
3. Evacuation routes and assembly points: open, lit, and marked exits, and a visible safe assembly point where everyone gathers to verify the headcount.
4. Multiple procedures depending on the situation: full building evacuation, shelter-in-place during a storm or spill, or lockdown during an external threat.
5. Up-to-date contact lists: employee and emergency numbers and announcement channels, reviewed periodically.
6. People with special needs: a list of those who need help evacuating, with helpers assigned to them based on prior knowledge.
7. External coordination: civil defense, ambulance, and utility provider numbers for a coordinated response.

3. From paper to behavior: training and drills

A plan disconnected from people is worthless; preparedness is built by repetition:

• Training at hiring explains the plan roles to every new employee and their place at the assembly points.
• Periodic drills (evacuation, sheltering) are performed physically, not on paper, and their time and performance are evaluated.
• Lessons learned: every drill or actual incident reviews its results and adjusts the plan; the plan is a living document, continuously updated, not filed away on a shelf.

4. Crisis communication

In a crisis, attention shifts to information: one unified channel (a digital bulletin board or official mass messaging) and one authorized spokesperson, with accurate messages updated immediately after every development — rumor dies from fast, truthful information, and open questions are never left hanging, not even after the crisis ends.
