صيانة الاعتمادية (Reliability-Centered Maintenance) التي أسسها نولان وهيب وصاغها عالمياً جون موبراي (John Moubray) هي المنهجية الأم لإدارة الأصول. ولقطع الطريق على الدراسات المزيفة أصدرت جمعية مهندسي السيارات معيار SAE JA1011: لا يحق لأي عملية أن تُسمى RCM إلا إذا أجابت عن سبعة أسئلة بالترتيب.

من يقفز مباشرة إلى قوائم التزييت وتغيير القطع دون تعريف الوظائف والأعطال الوظيفية يقدم صيانة وقائية تقليدية (PM) لا دراسة RCM — ويفقد الاعتماد وفق المعيار.
2. سياق التشغيل (Operating Context)
سؤال الامتحان المتكرر: لماذا تختلف خطة مضخة تبريد في محطة نووية عن نفس المضخة والموديل تماماً إذا رُكبت لري حديقة المصنع؟
لأن RCM لا تحمي الحديد بل تحمي الوظيفة المطلوبة في بيئتها. مضخة تبريد المفاعل عطلها كارثي ويستلزم مراقبة مشروطة متقدمة (CBM) ومضخات بديلة (Redundancy)، بينما مضخة الحديقة عطلها غير مؤثر (فئة C) فيُترك ليعمل حتى العطل (Run to Failure) — نفس المعدة، وسياقان يقلبان الخطة 180 درجة.
3. الأعطال المخفية ومهام اكتشافها
تنقسم الوظائف في شجرة القرار إلى نوعين:
- وظائف ظاهرة (Evident Functions): يلاحظ المشغل عطلها فوراً في عمله المعتاد — توقف مروحة، تسرب مرئي، انخفاض التدفق.
- وظائف مخفية (Hidden Functions): أنظمة حماية واحتياط ساكنة حتى الطارئ — صمامات تخفيف الضغط (PRV)، وحساسات الدخان، ومولدات الديزل الاحتياطية. إذا تعطلت لا يعلم أحد إلا عند الكارثة!
الحل الإلزامي للمخفي: مهمة اكتشاف العطل (Failure-Finding Task) — اختبار تجريبي دوري مجدول يشغّل جهاز الأمان للتأكد أنه حي وقادر على الاستجابة عند الطلب. ترك مولد طوارئ حتى العطل جريمة سلامة مهنية.
4. منطق شجرة القرار المتدرج
يسير القرار في مسار صارم:
- هل العطل ظاهر أم مخفي؟ لتحديد مسار السلامة المزدوج.
- هل يمس السلامة أو البيئة؟ إن نعم وجب المنع حتماً عبر CBM أو مهمة دورية، وإن تعذر فإعادة التصميم الهندسي إلزامية (Mandatory Redesign) — لا مساومة على الأرواح.
- هل يسبب خسائر إنتاجية؟ تُطبق الصيانة الاستباقية فقط إذا كانت تكلفتها أقل من تكلفة التوقف.
- غير مؤثر ولا يمس السلامة؟ التشغيل حتى العطل (Run to Failure) قرار هندسي اقتصادي واعٍ.

للاختبار: عطل يمس السلامة بلا مهمة مجدية = إعادة تصميم إلزامية. مولد احتياطي ساكن 99% من وقته = وظيفة مخفية = مهمة اكتشاف دورية. مضختان متطابقتان بخطتين مختلفتين = اختلاف سياق التشغيل.
Reliability-Centered Maintenance (RCM), founded by Nowlan and Heap and framed globally by John Moubray, is the master methodology of asset management. To close the door on fake studies, SAE published standard JA1011: no process may be called RCM unless it answers seven questions in order.
1. The seven mandatory questions
- Functions: what functions does the asset perform and what are its required performance standards in its current operating context?
- Functional Failures: in what way can it fail to fulfill these functions?
- Failure Modes: what root causes lie behind each functional failure?
- Failure Effects: what actually happens when each mode occurs — locally and system-wide?
- Failure Consequences: how does it affect safety, environment, and production?
- Proactive Tasks: what appropriate and worthwhile maintenance task prevents each failure?
- Default Actions: what action is required if no worthwhile task exists?
Whoever jumps straight to lubrication and part-replacement lists without defining functions and functional failures is delivering traditional preventive maintenance (PM), not an RCM study — and loses the RCM designation under the standard.
2. Operating context
The recurring exam question: why does the maintenance plan of a cooling pump in a nuclear station differ from the exact same pump and model installed to water the plant’s garden?
Because RCM does not protect the iron; it protects the function required in its environment. A failure of the reactor cooling pump is catastrophic and requires advanced condition-based monitoring (CBM) and redundant pumps, while the garden pump’s failure is non-critical (tier C), so it is left to run to failure — the same equipment, with two contexts that flip the plan 180 degrees.
3. Hidden failures and their detection tasks
Functions in the decision tree fall into two types:
- Evident functions: the operator notices their failure immediately in their normal work — a stopped fan, a visible leak, a drop in flow.
- Hidden functions: protection and standby systems dormant until an emergency — pressure relief valves (PRV), smoke detectors, and standby diesel generators. If they fail, no one knows until the catastrophe!
The mandatory solution for hidden functions: a failure-finding task — a scheduled periodic functional test that operates the safety device to confirm it is alive and able to respond on demand. Leaving an emergency generator to run to failure is a professional safety crime.
4. The progressive decision tree logic
The decision follows a strict path:
- Is the failure evident or hidden? to set the dual safety path.
- Does it affect safety or the environment? If yes, prevention is mandatory through CBM or a scheduled task; if that is not feasible, mandatory redesign (Mandatory Redesign) applies — no compromise on lives.
- Does it cause production losses? proactive maintenance is applied only if its cost is lower than the cost of the downtime.
- Non-critical and does not affect safety? run-to-failure is a conscious economic engineering decision.

A true leader does not buy more maintenance — but the one right maintenance for each failure pattern.
The ultimate goal is not more maintenance but the right maintenance only: technically worthwhile tasks for each pattern, at the highest reliability and lowest lifecycle cost, without compromising safety and the environment. Eliminating 100% of failures is physically impossible and infinitely costly — only the ignorant promise it.
For the exam: a safety-relevant failure with no worthwhile task = mandatory redesign. A standby generator idle 99% of its time = hidden function = periodic failure-finding task. Two identical pumps with two different plans = different operating contexts.
