فـ 4000 ساعة جاهزة مع طاقة 1000 ساعة أسبوعيا تعني تراكما صحيا من 4 أسابيع. المعدل العالمي الصحي يتراوح من 2 إلى 6 أسابيع: أقل من أسبوعين يعني عمالة عاطلة بلا مخزون عمل، وأكثر من 6 أسابيع يعني تأخرا خطيرا في الصيانة.

In undisciplined plants the Loudest Voice Syndrome prevails: the loudest supervisor or the most influential manager forces maintenance of his equipment first even if it is an office AC unit, while critical production lines wait in the queue. The solution is an objective mathematical criterion that protects the schedule from pressure: the RIME index.
1. The RIME index equation and its logic
The Repair Importance Number (RIME) equals equipment criticality (ECR) multiplied by the work class and its importance (WCR), on a scale from 1 to 100:
RIME = Asset criticality (ECR, 1 to 10) × Work class (WCR, 1 to 10)
- Equipment critical rating (ECR): the strategic importance of the asset. A bottleneck is 10, a main tier-A asset equals 8, a support system 4, and a non-critical accessory 1 or 2.
- Work class rating (WCR): the nature of the engineering task. An imminent safety and environmental hazard is 10, preventive and predictive maintenance 8 or 9, planned corrective 6, painting and cosmetics 1 or 2.
An example reveals the tool’s power: the main boiler pump (criticality 9) with preventive maintenance (class 8) scores 72, while the manager’s office AC unit (criticality 2) with cosmetic repair (class 3) scores 6. There is no room for argument after the numbers.
2. The four priority tiers and the governance of breaking the schedule
The score translates into four tiers: tier one (72 and above) is a mandatory emergency that justifies breaking the schedule, tier two (48 and above) is a top priority entering next week’s plan, tier three (24 and above) is a medium priority scheduled within weeks, and tier four and below is cosmetic work deferred to the major overhauls.

RIME = asset criticality (ECR) × work class (WCR) — an objective criterion protecting the schedule from the loudest-voice syndrome.
The break-in rule: no intrusive work (Break-in) displaces scheduled work except under true emergency criteria: an imminent danger to lives, an environmental catastrophe, or a complete plant shutdown — and with the joint written approval of the production and maintenance managers.
3. Measuring backlog in weeks
Backlog is the approved, ready work orders waiting for scheduling, and it is measured in weeks:
Backlog in weeks = total ready work hours ÷ the crew’s weekly capacity
4000 ready hours with a weekly capacity of 1000 hours means a healthy backlog of 4 weeks. The healthy world rate ranges from 2 to 6 weeks: less than two weeks means idle labor with no work inventory, and more than 6 weeks means a serious delay in maintenance.
The target proactive ratio: in elite plants, planned proactive work represents 80% to 85% of maintenance hours, and reactive emergencies do not exceed 15% to 20%. A reversed ratio is a sign of administrative collapse.
