1. The philosophy of planning: the planner as engineer of the future
The professional planner allocates 80% to 90% of his time to next week’s work and beyond: what the problem is exactly, and how to solve it safely and with quality the first time. If the planner drowns in putting out today’s fires, distributing headcount, and answering momentary calls, the flow of planned work stops and the plant returns to chronic reactivity.
The golden rule of planning: do not send technicians to the site to figure out the disassembly method or to search for parts; all of that must be resolved, written, and reserved in advance inside the work package.
2. The six components of the planned job package
For a work order to earn the Ready to Schedule (RTS) status, the work package (Job Package) must include six elements:
- Standard Operating Procedures (SOPs): precise steps including clearances and acceptance criteria, eliminating variation among technicians and preventing early failures caused by installation errors.
- Safety plan and permits (LOTO / PTW): energy isolation points and hot-work and confined-space permits prepared before the team moves.
- Parts Kitting: all parts reserved and actually gathered into the job’s container in the warehouse and earmarked so they cannot be erroneously issued to another job.
- Special tools and lifting equipment: laser alignment, calibrated torque wrenches, and cranes reserved in advance so work does not stop waiting for equipment.
- Labor hour and craft estimates: the number of technicians and the hours of each craft (mechanics, electricians, and instruments) accurately, to balance the schedule.

Sending technicians to an open asset and then discovering the parts are missing means needlessly stopped equipment and wasted hours that could have been avoided with a single office decision.
Accurate hour estimation is the backbone of scheduling: a wrong estimate means either a pile-up that disrupts handing assets back to production, or a disguised void hiding technician idleness. Hence the planning variance is reviewed periodically to update the standard time library in the CMMS.
