إذا كان التخطيط يجيب عن ماذا سنفعل وكيف، فالجدولة (Scheduling) تجيب عن متى سنفعل ذلك بالتحديد ومن الفني المسؤول بالاسم. والجدول الأسبوعي ليس قائمة أمنيات للصيانة بل عقد ملزم ومصافحة رسمية بين الصيانة والإنتاج.

1. الجدول الأسبوعي عقد بين إدارتين

تلتزم إدارة الإنتاج بإيقاف المعدة وتنظيفها وتبريدها وتسليمها في النافذة المتفق عليها، وتلتزم الصيانة بالبدء فورا وتسليم المعدة جاهزة في الساعة الموعودة. لذلك يعتمد الجدول في اجتماع أسبوعي مشترك قبل نهاية الأسبوع الحالي (عادة ظهر الأربعاء أو الخميس) ليجد المستودع وقتا لتجميع القطع وتجد العمليات وقتا لتجهيز العزل المسبق.

ورفض الإنتاج تسليم المعدة بحجة ضغط المبيعات حجة خاسرة: من لا يختار موعدا للصيانة المخططة تختار له المعدة موعدا للتوقف الكارثي، بتكلفة تفوق المنسقة بثلاثة إلى أربعة أضعاف.

2. قاعدة جدولة 100% من صافي الطاقة

من أشهر أسئلة الامتحان: هل نجدول كامل الطاقة أم نترك فراغا للطوارئ؟ إجابة SMRP قاطعة: نجدول 100% من صافي الطاقة المتاحة بأعمال مخططة جاهزة.

صافي الطاقة = إجمالي الساعات − (الإجازات + التدريب + الاجتماعات)

ففريق من 10 فنيين بعمل 40 ساعة (الإجمالي 400) مع إجازة 40 ساعة وتدريب 20 واجتماعات 10 يملك صافيا من 330 ساعة تجدول كلها. والسبب قانون باركنسون: العمل يتمدد تلقائيا ليملأ الوقت المتاح، فجدولة 70% فقط تعني تباطؤ الوتيرة لا شعوريا وضياع الساعات. وعند وقوع طارئ حقيقي نزيح عملا مجدولا منخفض الأولوية بدلا من التخطيط للفراغ مقدما.

قانون باركنسون في الجدولة: الفراغ المجدول عمدا لا يبقى احتياطا بل يتحول إلى تباطؤ. املأ الجدول كاملا بالأعمال الجاهزة، وأزح عند الطوارئ الحقيقية فقط.

3. الالتزام بالجدول والتخصيص بالاسم

يقيس مؤشر الالتزام بالجدول (Schedule Compliance) انضباط المنشأة:

الالتزام بالجدول = ساعات الأعمال المجدولة المنجزة ÷ إجمالي الساعات المجدولة × 100%

والمعيار العالمي للنخبة من 80% إلى 85% فأعلى. كل ساعة طارئة دخيلة تزيح ساعة مجدولة وتخفض النسبة بنفس المقدار.

ويشترط المعيار تخصيص كل عمل لفني محدد بالاسم لا لمجموعة مبهمة: المسؤولية الفردية ترفع جودة التنفيذ ودقة التسجيل، وتختصر وقت الصباح الضائع في انتظار التوجيهات.

If planning answers what we will do and how, then scheduling answers exactly when we will do it and which technician is responsible, by name. The weekly schedule is not a wish list for maintenance but a binding contract and a formal handshake between maintenance and production.

1. The weekly schedule: a contract between two departments

The production department commits to stopping, cleaning, cooling, and handing over the asset within the agreed window, and maintenance commits to starting immediately and handing the asset back ready at the promised hour. Therefore the schedule is finalized in a joint weekly meeting before the end of the current week (usually Wednesday or Thursday noon) so the warehouse finds time to kit the parts and operations find time to prepare pre-isolation.

Production’s refusal to hand over the asset on the pretext of sales pressure is a losing argument: whoever does not choose a date for planned maintenance has the asset choose a date for a catastrophic stoppage, at three to four times the coordinated cost.

The schedule is a contract, not a wish list: production signs for handover, and maintenance signs for start; schedule compliance measures both parties.

2. The rule of scheduling 100% of net capacity

One of the most famous exam questions: do we schedule full capacity or leave a void for emergencies? The SMRP answer is categorical: we schedule 100% of the available net capacity with ready planned work.

Net capacity = total hours − (leave + training + meetings)

A team of 10 technicians working 40 hours (total 400) with 40 hours of leave, 20 of training, and 10 of meetings owns a net 330 hours that are all scheduled. The reason is Parkinson’s Law: work automatically expands to fill the available time, so scheduling only 70% means an unconscious slowdown and lost hours. When a true emergency occurs, we displace a scheduled low-priority job instead of planning the void in advance.

3. Schedule compliance and assignment by name

The Schedule Compliance index measures the facility’s discipline:

Schedule compliance = completed scheduled work hours ÷ total scheduled hours × 100%

The world-class benchmark is from 80% to 85% or higher. Every intrusive emergency hour displaces a scheduled hour and lowers the ratio by the same amount.

The standard also requires assigning every job to a specific technician by name, not to a vague group: individual responsibility raises execution quality and recording accuracy, and shortens the morning time wasted waiting for directions.
